Catterick Integrated Care Campus

The North Yorkshire town of Catterick hosts the largest British Army garrison in the world, and under plans announced by the Ministry of Defence, it is expected to almost double its population from 13,000 to 25,000 people. This will put strain on both the civilian and military healthcare services, so the NHS and MOD are proposing a joint venture: the Catterick Integrated Care Campus.
This purpose-built centre is the first of its kind, and will house primary care, advanced primary care, mental health services, physiotherapy and voluntary and community healthcare support providers, all in one building.
As well as giving capacity to support the growing military and residential population, the CICC will help integrate services, address the lack of parity between military and NHS medical services, and improve local people’s quality of life by giving them access to the right care, at the right time.
We were approached by NHS Property Services to author the Full Business Case, due to our existing relationships and strategic partnering role in the local area. We saw it was an opportunity to support a unique development, which will be a national exemplar of best practice in the seamless integration of health and care services and new ways of working.
The Solution
Our team liaised with key parties to obtain the relevant inputs to ensure the business case met the guidance set out in HM Treasury’s Green Book (a Guide to Investment Appraisal in the Public Sector) and the NHS England Five Case Model Consolidated Capital and Land/Property Business Case Checklist February 2023.
Our extensive experience in writing business cases means that we know what is required at each stage of the Business Case process and can advise on an approach which is proportionate to the value of the project. As well as knowing what needs to be included, we also know what isn’t necessary, helping the in-house team allocate their time efficiently for the benefit of the client.
Working together with NHS Property Services
We also worked jointly with NHS Property Services on developing the economic appraisal with the comprehensive investment appraisal, developed by the NHSPS in-house team.
Our team regularly monitored progress against programme to ensure the project was delivered within the client timescales, and worked collaboratively with them to deploy pragmatic and delivery focused solutions to get back on track when obstacles arose.
The result
Our team delivered to the client’s expectations, in terms of both time and cost. The full business case was submitted to NHS England, and was subjected to rigorous scrutiny to ensure it demonstrated that the investment gave clear value for money and will deliver against the investment objectives. After being approved, construction is now underway, and it is hoped that the CICC will be completed in 2026, ready to transform healthcare in the area.
