Conducting an ambulance service fleet review

When an ambulance service wanted to assess the configuration and effectiveness of its fleet provision, they asked us to undertake a 360 review on their behalf.

An independent view

The challenge

The ambulance service wanted to evaluate the model which it had established for the delivery of their fleet provision, and felt that an independent, external assessment, undertaken by professionals with a background in ambulance services and fleet delivery, would give a well-informed and impartial view. 

Our forensic analysis highlighted the strengths and weaknesses of the existing structure and areas for opportunity and development.  

Stakeholder engagement

The Solution

We adopted a multi-faceted approach, focusing on gathering soft intelligence through stakeholder engagement interviews and workshops, detailed review and analysis of key operational and strategic documents, and benchmarking key data against other similar ambulance services. 

The stakeholder interviews, with senior staff members in various departments across the organisation, provided stakeholders with the opportunity to share their views and experiences, in what was a confidential environment. Although the interviews were structured, they could also be expanded organically to explore the topics stakeholders thought were of most importance. 

Through our analysis, we were able to identify six recurrent themes, which then gave us areas to focus on for our further research and recommendations. 

Recommendations

The result

Following the review, we produced a report which had a number of recommendations to build on the ambulance service’s existing fleet provision. The recommendations were set out in a way that provided a prioritised, sequential approach to incremental improvements aimed at increasing the efficiency and effectively of the fleet provision and evidenced how these would form the foundations for more complex changes.  

As we approached the final stages of the commission, we facilitated discussions at departmental and executive level, ensuring our findings were sense-checked and recommendations tested prior to delivery of a comprehensive report.  

The trust now has a tangible way forward to ensure they maximise effectiveness of their fleet in order to provide fast response times and deliver great care for their patients.
