Estates advice for North East Ambulance Service

North East Ambulance Service (NEAS) covers 3,230 square miles of the North East of England, from the Scottish Borders down to North Yorkshire. Their estate comprises 61 buildings including ambulance stations, call centres, fleet workshops, support buildings and divisional headquarters, accommodating 4,950 staff and volunteers, and 600 vehicles.
NEAS came to Community Ventures for support with understanding the ‘as is’ position of their estate and seeking advice for estate transformation based on an appetite for risk to feed internal engagement and discussions.

The solution
Community Ventures undertook a full appraisal of national drivers and policies, interdependent organisational strategies and a data-led review of the existing estate to provide a comprehensive view of the current state of the estate.
NEAS was seeking a holistic strategic advisory report that supports their aspiration to have services based in locations which allow the right services to be delivered for patients, from safe, secure and compliant buildings and support the wider organisation objectives of the organisation. Akin to an estates strategy, the strategic advice sought to understand the Trust’s aspiration for their estate and suggested a risk-based delivery plan as to how they achieved those aspirations.
The result
The strategic advice provided to North East Ambulance Service proposed a model for further development of their preferred estates model, based on different levels of risk appetite, and delivered on the Trust’s requirements to facilitate further internal engagement and discussion.

The result
The comprehensive review was delivered on time and met the expectations of the Trusts. Outputs included an understanding of the extent of liabilities and opportunities across the estate, and identified a number of short, medium, and long-term recommendations.
These ranged from opportunities to optimise utilisation, ensure value for money from the lease, achieve security of tenure for core premises and, offered suggestions for a ‘left shift’ of services from the acute sites into the community. This review then enabled engagement with clinical teams to discuss service-specific rationalisation, co-location and relocation to improve estate utilisation and achieve efficiencies.
