NHS capital guidance 2026/27 to 2029/30

The Government’s multi-year Spending Review, published in June 2025, provides the NHS with over £44 billion of capital over four years, includes real terms protection for operational capital, as well as £750 million annually for estates safety. In addition, there are also dedicated programmes for technology, return to constitutional standards (covering diagnostics, electives and urgent care), RAAC, community, mental health, learning disability and the New Hospital Programme.

The NHS’s recently released capital guidance sets out a framework for collating and evaluating capital requirements across health systems, aligning to priorities set out in the 10-Year Health Plan, including the shift from hospital to community, via a Neighbourhood Health Service.

As part of the 2026/27 financial planning process, NHS England will collect ICB and provider capital plans, completed in financial planning templates.
