Significant ICB funding pot announced for primary care modernisation

The healthcare landscape is constantly evolving and ensuring that primary care facilities are fit for purpose is more critical than ever. To support this, an additional £102 million has been allocated nationally to Integrated Care Boards (ICBs) for modernisation and utilisation improvements in primary care estates. This funding provides a unique opportunity to enhance GP practices, optimise existing spaces, and ultimately improve patient care.

Launching in April 2025, this fund is dedicated to improving the utilisation of existing primary care spaces without increasing practice footprints, with any funding allocated needing to be spent in the 2025/26 financial year.

This funding can be used to support a range of improvement projects, in line with the NHS Premises Cost Directions, including (but not limited to) improving the specification of elements such as lighting, ventilation and heating; improved infection prevention and control and decontamination measures; improvements to the physical access to and within the building; and refurbishment of non-clinical rooms to increase clinical delivery space.

Securing and utilising funding requires strategic planning, prioritisation, and well-developed proposals. Ensuring that projects are fully scoped and ready for implementation will be essential to making the most of this opportunity.

A successful application starts with a clear understanding of the potential within existing estates. Site surveys and practice assessments can highlight opportunities that align with funding criteria, ensuring that proposed projects meet the necessary requirements.

Prioritising projects effectively

Not all improvement projects can move forward at once, making it crucial to develop a robust capital prioritisation plan. This approach ensures that funding is directed where it will have the greatest impact, maximising benefits for both patients and healthcare providers.

Developing strong funding proposals

A well-developed scheme is key to securing investment. This includes drafting compelling Expressions of Interest (EOIs) or Project Initiation Documents (PIDs) that clearly demonstrate the value of proposed projects.

Delivering projects efficiently

From planning to completion, effective project management is vital. Ensuring that schemes are delivered on time, within budget, and to the highest standards helps to make the most of available funding while minimising disruptions to patient care.

With limited funding available and a defined application window, acting early is essential. A proactive approach – one that involves thorough assessment, strategic prioritisation, and clear documentation – will enable ICBs to capitalise on this opportunity, by having schemes drafted and ready.
